I think it was Dr. Wilhelm Reich who first observed that fascism begins at home. In any case, the family is where people develop their general attitude towards authority and how broadly it ought to be exercised. Family is also the primary transmission vector for religious fundamentalism.
The state can make all the laws it wants to attempt to mitigate and dilute parental authority but I believe the only permanent solution to the problem is UBI as an inalienable human right. That way any child who thought his or her parents were abusing their authority could just move out and get their own place.
If the conservatives are correct when they say that the family is the primary unit, the very foundation of (their) society then liberals are duty-bound to undermine the family unit. UBI would do just that!
